Tri Valley Learning Corporation (TVLC), Executive Board
Board of Directors
The Board of Directors meet to govern all aspects of the Tri-Valley Learning Corporation, including but not limited to, operational oversight of the Livermore Valley Charter School (LVCS), Livermore Valley Charter Preparatory High School (LVCP), and Tassajara Preparatory High School (TPHS), hiring of administrative personnel, school site selection and construction oversight, negotiations with the local school board and the California Department of Education, and adopting policies and procedures for all schools under their jurisdiction. The board currently seats 7 members.

Livermore Valley Charter Prep Site Board
The LVCP Site Board meets to provide input on the direction of the school and general feedback to both the site administration and the TVLC Executive Board. For information about the LVCP Site Board, please look at the Charter Petition on the About Tab of this website. For information regarding meeting times and dates, please consult the school calendar.
Dave Vopnford, LVCP Site Board President
Term Expires 2013
Dave Vopnford holds a BA in Business Administration from the University of Washington. He has an extensive background in project management, application development and financial systems design. He is currently employed at Topcon Positioning Systems here in Livermore as a Technical Analyst designing web applications, developing reporting systems, and championing technical innovation. Outside the office Dave enjoys coaching LYSL youth soccer where his teams are generally recognized for there positive attitude, ability and most importantly simply having fun.
John Di Simone, Board Secretary
John Di Simone is a LVCS founding family member and parent to two daughters -- attending 6th grade at LVCS and 9th grade at LVCP this year. He holds a Bachelor’s Degree of Computer Engineering from Ecole Polytechnique de Montreal and an MBA from University of Phoenix. He has held various technical and management positions in the computer networking industry over the past 20 years and is currently a Software Engineering Manager at Cisco Systems.
Jerry Mullins, TVLC Representative
Jerry Mullins participated in the creation of the Livermore Valley Charter School and served on its board during the initial years of the school's operation. Three of his children have attended LVCS -- a daughter and two sons now attending Livermore Valley Charter Prep. A graduate of the U.S. Naval Academy, he served in Naval Aviation in both the Mediterranean and Western Pacific before completing a Ph.D. at the University of Michigan. He joined Lawrence Livermore National Laboratory in 1979, where his principal assignments have involved research on the proliferation of weapons of mass destruction. He has also served in Washington as Special Advisor to the Assistant Secretary of State for Political-Military Affairs, and he has been a Ford Foundation fellow at the Stanford University Center for International Security and Cooperation.
Patrick Epperson, Treasurer
Patrick Epperson holds a BA from Occidental College and a Ph.D. from University of Arizona in Chemistry. Patrick joined Lawrence Livermore National Laboratory in 1987 where he has served in a series of technical and leadership positions in Environmental and Analytical Chemistry, Stockpile Stewardship, and Radioactive Waste Management. His current assignment is supporting the development and operation of the LLNL National Ignition Facility. Patrick is active in Boy Scout Troop 942 where he is the Troop Treasurer and is on the LARPD Lazer Water Polo Parent Committee. Patrick's three teen-age children attend UC Berkley, Livermore High and LVCP.
David Moore, Member
David's experience includes consulting on business management practices and systems for over 20 years and diverse progressive executive management experience. During this time and previously, He has worked with corporations in various positions from Accounting to Distribution, Manufacturing and Executive Management. These positions were from Fortune 500 Corporations to privately held small businesses. Educationally, David holds an MBA with a minor in Finance from John F. Kennedy University, a Bachelor of Business Administration from the University of California Hayward, where he graduated with honors; Suma Cum Laude. Earned a Ph.D. in Business Management from Stanford Graduation School of Business and Sherwood University, UK. He also holds a Masters in Theology and a Masters in Psychology. In addition to numerous technology certifications and financial certifications.
